There is a person who is extremely annoying me who has my email address and phone number. I don’t always use this particular email address, yet there is all this ‘junk’ emails of confirmation of information such as the Zoosk personals and continuing education through Phoenix U. I have NEVER been to that personals site. I have other proof of the person ordering me an inappropriate item off an adult website and such. How do I put a NO CONTACT ORDER on this person? I live in Washington State if that helps.

You would need to check with the Domestic Violence Advocacy Group or its equivalent in your area, or with the Court and/ or a lawyer. The laws regulating no contact orders or Protection From Abuse Orders vary, so you need to find out what the requirements are in your state. Digital harassment is still a fairly new area for the courts.
